  • Expression of Interest are invited for Uzbekistan - High-Frequency Household Survey (Listening to the Citizens of Uzbekistan). ISSUE DATE AND TIME: Mar 21,2024 20:34 CLOSING DATE AND TIME: Apr 04,2024 23:59 The Poverty and Equity Global Practice of the World Bank is looking for an experienced survey firm to conduct monthly high-frequency household phone surveys and in-person baseline survey in Uzbekistan. The Poverty and Equity Global Practice of the World Bank has conducted the Listening to the Citizens of Uzbekistan Survey (L2CU) survey since 2018 and successfully collected and monitored socio-economic indicators and citizens- perceptions on important policy areas from 1500 households on a monthly basis. The Effective Governance for Economic Development (EGED) is a programme funded by the UK Foreign; Commonwealth and Development Office (FCDO) to improve the effectiveness; accountability; and transparency of economic policies in Kazakhstan; Kyrgyzstan; Tajikistan; and Uzbekistan. Uzbekistan has embarked on significant economic reforms that affect most citizens. The potential benefits of reform are large; but the process will be challenging; and there will be adjustment costs for some at-risk groups. The government has prioritized dialogue with citizens to better understand the main concerns of the population and the social impacts of the reform process. The L2CU initiative is one important component of the World Bank-s EGED project that supports this objective. L2CU will integrate multiple approaches to monitor the wellbeing of households over time; with a focus on challenges relating to the reform agenda. It would also include mechanisms for public consultations on the monitoring results. Since the last baseline survey that is used for the monthly L2CU survey was conducted 6 years ago; the World Bank will conduct a new in-person baseline survey for 5;000 households under this procurement. This consultancy includes the following three activities: 1) Baseline survey for L2CU* The selected organization will carry out 5;000 in-person baseline interviews with households in Uzbekistan; utilizing tablets equipped with a Computer Assisted Personal Interview (CAPI) system. * This baseline survey data collection is slated to begin in the third quarter (July-September) of 2024. The World Bank team will craft the baseline survey questionnaire; which will encompass various subjects; including household welfare and socio-economic indicators. * For the sampling; the World Bank team will develop a survey sampling strategy and list PSUs (Primary Sampling Units) based on a standard 2-stage approach. 2) Data collection for the L2CU monthly survey (May 2024 - June 2025)* The selected organization shall conduct monthly data collection from households selected from the master sample that the World Bank team managed from the baseline survey; through computer-assisted telephone interviews (CATI). The monthly survey interviews approximately 1500-2000 households every month. The average length of completion of an interview is estimated at 15-20 minutes. The World Bank team develop a questionnaire for the L2CU monthly survey. The Survey will continue every month from May 2024 to June 2025.3) Data collection for the Mahalla Leader Survey* In addition to the L2CU household data collection; the selected organization shall conduct monthly data collection from community leaders from 1000 communities from May 2024 to January 2024; through computer-assisted telephone interviews (CATI). * The lowest administrative level in Uzbekistan is neighborhood-sized units called mahalla. Mahalla leaders identified in this analysis are responsible for implementing many social and economic programs supporting vulnerable people.* A total of 1000 mahallas will be selected on the basis of a simple random sample design stratified by region (oblast); to ensure a broadly representative pool of respondents. The World Bank team will provide a list of mahallas to be interviewed by each round. The survey will continue for 9 rounds (May 2024 to January 2025). The World Bank Group reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000. Offeror's proposal and contractual documents will remain confidential and therefore not subject to disclosure.
