- The World Bank(WB) has been requested by Government of Uzbekistan, Ministry of Energy (MoE),to provide financial and technical support for public consultations for andpreparation of the key policy documents, namely National Energy Efficiency (EE)Vision and Strategy, (NEEVS), and National Energy Efficiency Action Plan(NEEAP, 2025-2040).Since 2019,Uzbekistan has been implementing large-scale reforms, including in sustainabledevelopment of its energy sector. These reforms are urgently needed to meet theneeds of country-s growing economy through modernization and expansion ofinfrastructure, and efficient energy supply and rational use of energyresources. Uzbekistan is oneof the most energy intensive countries in the world. High subsidies keepelectricity and natural gas prices low resulting in low revenue generation thatis insufficient for recovering its costs of production and delivery. Low pricesdiscourage households and businesses from pursuing energy efficiency andconservation efforts, and they limit the capacity of the sector to improveservice delivery. To change the situation in the sector, the government haslaunched energy subsidy reforms, which gradually adjust tariffs to bring pricesin line with costs. The NEEVS andNEEAP are in line with and supports (i) the Nationally Determined Contributionunder the United Nations Framework Convention on Climate Change, whereUzbekistan commits to policy goals to improve energy efficiency and increaserenewable energy-s share of the country-s energy mix, and (ii) the WB-s CountryClimate and Development Strategy to support the country-s clean energytransition, energy efficiency and energy subsidy reforms. In addition, the projectis in line with and supports (i) the Nationally Determined Contribution underthe United Nations Framework Convention on Climate Change, where Uzbekistancommits to policy goals to improve energy efficiency and increase renewableenergy-s share of the country-s energy mix, and (ii) the WB-s country strategyt...
