• Expression of Interest are invited for Consulting Services for Detailed Design Review and Construction Supervision Consultant The Republic of Uzbekistan has received financing from the Islamic Development Bank toward the cost of the Reconstruction and Upgrading of M39 Road 1255-1315 km, and intends to apply part of the proceeds for consultant services. The services include Detailed Design Review and Construction Supervision for abovementioned project which will be implemented through three civil works contracts with an estimated construction duration of 36 months for each Lot with 24 months for Defect Liability Period (DLP). The consultant is expected to be on board twelve months before contractors- mobilization (Detailed Design Review/Road Safety Audit - 6 months plus Procurement Support to the EA and PIU - 6 months). It is assumed that the total involvement of the consultant / duration of the contract will be 72 months. The consultant must calculate and propose the necessary personnel and the period of their involvement for the DLP The consulting services will involve, but not be limited, to assistance in preparation of Bidding Documents for Construction and help through Evaluation process, assistance in procurement of Weigh in Motion Systems , to review the detailed design of the project and validation of final ‘issued for construction- (IFC) drawings, supervision and certification of all the works under the civil works contracts, civil works contracts administration, road safety audit, assistance and training in benefit monitoring and evaluation of project, assistance in increasing the employer's capacity for evaluation Safeguards measures and prevention activities (ESHS) within the framework of International and national policies and procedures, transfer of knowledge for road maintenance, application and development of toll roads. Expected start date of assignment is Q3,2023, ensuring full consistency with the TOR attached to this REOI. The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. The “Avtoyulinvest” Agency under the Road Committee of the Republic of Uzbekistan as implementing agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are: 1. Technical competence - (Experience in projects of this kind over the past 10 years), including: · Experience in the development of project and tender documentation in the road sector; · Experience in contract administration and construction supervision in the road construction sector; · Project management and supervision of the construction of highways with rigid pavement (cement concrete pavement) under the terms of FIDIC Red Book CoC 2. Work experience within the IFI/FGFO on project management and technical supervision over the past 10 years; 3. Geographical competence: Experience in the country or in the region (CIS) in the road construction industry over the past 10 years; The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB-s policy on conflict of interest which is available on the Bank-s website at https://www.isdb.org/project-procurement/documents Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consultant will be selected in accordance with the QCBS-MC method with shortlist of firms from IsDB Member Countries set out in the Procurement Guidelines.
