Expression of Interest are invited for Construction Permits CCS Baseline Survey in Uzbekistan. Publication Date: 27-Jul-2022 Expression of Interest Deadline: 04-Aug-2022 IFC is currently implementing a project aimed at increasing private investments in the fertilizer sector in Uzbekistan. This will be achieved by transforming the sector to reduce state footprint and increase opportunities for private participation, reducing measures that affect competition and undermine sector competitiveness; streamlining construction permits procedures; and improving investor protection and servicing. One of the prioritized activities is simplifying construction permits procedures. The project will support this reform by: - Performing verification of as is business process analysis of the construction permitting process in practice. - Performing ICT assessment and high-level design of the systems providing e-services in construction. - Providing recommendations to enhance existing digital platforms and processes for construction permits to enable the implementation of a unified, risk-based construction permitting regime throughout the country. - Support drafting of amendments to the legislation to further simplify construction permitting. The success of the reforms will be measured by compliance cost savings the business will have after project completion. To understand the baseline for calculation compliance cost savings Uz Fertilizer Project is looking for the Firm that will be able to conduct the baseline survey among construction and architect companies across Uzbekistan. By now Uz Fertilizer Project is issuing this request for expression of interest to select a firm to conduct a survey among 100 construction and architect firms, who received construction permits during the year 2021, to find a baseline for compliance cost savings to be calculated upon project completion.
