  • Building Resilience with Active Countercyclical Expenditures Program - Program Management Unit Estimated Short-listing Date: 15-Oct-2022 Estimated Commencement Date: 31-Oct-2022 Estimated Commencement Date: 286,710 USD Engagement Period: 15 MONTH Objective and Purpose of the Assignment The government has prioritized the mitigation of adverse socioeconomic consequences of the crisis triggered by the Russian invasion on Ukraine on poor and vulnerable groups as its immediate priority. The proposed Building Resilience with Active Countercyclical Expenditures (BRACE) Program will provide critical financing support to enable the government to undertake its $1.2 billion countercyclical development expenditure program (CDEP) for providing (i) food security, price stability, and business support; (ii) direct social assistance; and (iii) social protection and employment support. The BRACE Program-s outputs are consistent and aligned with the three key areas of the government-s CDEP. The transaction technical assistance (TRTA) will (i) support the effective implementation and monitoring of the government-s countercyclical development expenditure program (CDEP and the BRACE program), (ii) assess and monitor other structural reforms, and (iii) identify areas for further reform that can be supported by ADB under subsequent programs.
