  • Expression of Interest are invited for Assessing Potential for Circularity in Solid Waste Management Sector in Tashkent Uzbekistan. Publication Date: 02/14/2024 12:00 AM EST EOI Deadline: 02/28/2024 11:59 PM EST Description : Objective: The objective of this assignment is to study the potential for circularity in the BDW management in the city of Tashkent and the surrounding areas and identify concrete investment opportunities that are techno-economically feasible, in the context of the city. 3.0 Scope of work ยท Focus on Tashkent City and the surrounding areas for collection of detailed data on BDW in order to have a clear picture of BDW sources, volume and the scale of potential investment projects. ยท Provide reliable data on all types of generated biodegradable waste (BDW) such as food waste from households and restaurants/cafรฉs, educational establishments, vegetable markets, supermarkets, commercial and industrial establishments with good potential for BDW, tree pruning, agriculture waste, sludge from WWTPs, etc. The categorization and sub-categorization to be further defined and agreed upon with the City and Ministry. ยท Propose potential options for processing the entire volume of BDW by adopting circular economy approaches (regenerative economy), considering seasons and specifics of the country such as climate, population density, etc. ยท Review existing national regulations, studies, and project documents by the World Bank, other international financing institutions (IFIs), and donors, best practices and propose policy options to improve the management of BDW in terms of a circular economy agenda. ยท Propose the creation of proper infrastructure for BDW management and identify the role of each player in the value chain, including the potential role of the private sector. ยท Provide a preliminary cost-benefit analysis and preparation of the proposals for technologies that can be adapted for the country and investment needed for project implementation. ยท Assess the various risks along the entire investment chain and develop appropriate business model for long-term sustainability of circular economy investments in BDW management. ยท Recommend preferred technological option(s) through some objective criteria. ยท Assess high level techno-economic feasibility of recommended options) and recommend appropriate business model involving both public and private sector investments across the value chain starting from collection to ultimate disposal, as relevant. ยท Support the World Bank in organizing in-person/virtual workshops/seminars and other forms of experience/knowledge sharing on circular economy topics, especially on the preferred options with participation from the government and relevant stakeholders in order to increase knowledge and boost confidence of the stakeholders in circular economy agenda and related investments. ยท Prepare a Comprehensive Report covering all tasks and outputs.
